Один из наиболее известных споров в истории американского парламентаризма. Состоялся в Сенате в январе 1830 между Д. Уэбстером [Webster, Daniel] и сторонником широкого толкования прав штатов [states' rights] Р. Хейном [Hayne, Robert Young]. В ходе спора обсуждались такие вопросы, как использование свободных земель, тарифы, рабство, сущность патриотизма; в конце концов дискуссия свелась к обсуждению смысла Конституции [Constitution, U.S.] и проблемы сохранения США. Свою позицию в споре о правах штатов и единстве страны Д. Уэбстер высказал в знаменитой фразе, которой закончил свою пламенную речь, ставшей известной как "Ответ Хейну" ["Reply to Hayne"]: "Свобода и Союз, ныне и навсегда, единый и неделимый!" ["Liberty and Union, now and forever, one and inseperable!"]
